Birding this summer, I have seen a good number of birds sitting with their mouths open and some even during flight. I concurred that this must be a process of panting similar to that in mammals, most commonly seen in the dogs and cats we come across everyday.
Birds are devoid of sweat glands and can only lose moisture from the airsacs present in their lungs by the process of panting. The other methods for cooling down are of course open
